In the video, the villagers can be heard criticizing the local contractor, whom they call Rana Thakur. They call the work “fake” while grabbing the rug under the asphalt.

According to the Free Press Journal, the incident occurred at Karjat-Hast Pokhari, a taluka in the Jalna district of Maharashtra. The road was built as part of the ‘Prime Minister Gram Sadak Yojana’ (Prime Minister’s Rural Roads Scheme).
