Gruesome images of two women parading naked and undressing appeared in Manipur on July 19. The incident dates from May 4, a day after the violence began in the northeastern state, according to reports. The footage shows two naked women being interrupted by a group of men around them and then being dragged into a rice field. The two victims were then gang-raped. The forum of indigenous tribal leaders has stated that the victims were from the Kuki community while the attackers were from the Meitei community and have condemned the incident.

On June 21, more than a month after the incident, a certain Thangboi Vaiphei, head of B. Phainom village, filed a complaint about the incident at the Saikul police station, according to reports. The mob also gang-raped a third woman, as mentioned in the complaint. One case has been registered under Section 153A/398/427/436/448/302/354/364/326/376/34 of the Indian Penal Code and 25(1C) of the Weapons Act. A large group of men, mostly from the Meitei community, carrying “sophisticated weapons” had attacked the village of B. Phainom on May 4, according to the village chief’s complaint. They snatched all the valuables and gadgets from the villagers and also ransacked the village houses. The mob had carried out rampant vandalism and had burned down houses in the village. According to reports, 5 villages had fled into the forest for fear of loss of life. The Nonpok Sekmai police team was rescued and was being taken to the police station when a mob again snatched and attacked those people away from the police.

While the mob forced three women to strip naked, one person was killed instantly. Some mafia men were gang raped in broad daylight, adding that the person killed was the brother of one of the women who had tried to save her sister. A 56-year-old man was also killed by the mob, the other man in the victim’s family. With the help of some locals, the women managed to escape from the place. Condemning the incident, the Indigenous Tribal Leaders Forum also added that the video was shared by the perpetrators, in order to expose the identities of the female victims and further prolong their humiliation after the heinous crime. Manipur police issued a statement saying an all-out effort to catch the culprits has been launched after the video went viral causing widespread shock and outrage across the country.

The state has been peaceful, though tense with sporadic incidents of arson and crowd gatherings, State Police stated on July 19 that over the past 24 hours. The police acknowledged that the FIR is registered, but clarified that it is under investigation and that so far no culprits have been identified, regarding the viral video. So far, 452 people have been arrested for violence and a total of 126 checkpoints have been installed in different districts. To help the police, they made a call to the general public and provided the free number 9233522822 to provide any information, seek help or report illegal weapons, explosives and ammunition. Since May, it is notable here that a YouTube video has been there describing the incident and containing the victim’s response.
The government has issued an order to Twitter and other social media platforms, telling them not to share the viral video of the two Manipuri women parading nude, according to the latest reports. The social media identifiers have adhered to Indian laws as the matter is currently under investigation. Publishing the identity of victims of sexual crimes is a punishable offense under Indian law. Manipur CM N Biren Singh tweeted about the incident and reported that the first arrest in the case was made on the morning of July 20, as per the latest development. On July 19, notably, the first arrest was made only after video of the incident went viral. On June 21, a complaint was filed for the incident.
It is well known that women’s bodies often become a battlefield during unrest and conflict, and that rape and sexual assault are used as instruments of violence to punish them. The sexual assault of Kuki women in Manipur is the latest example. The images showing women crying, wincing and begging their attackers to show some mercy are disturbing to watch. In order to restore some kind of trust in Manipur, especially among the Kuki minority community, the authorities are now under pressure to act quickly against the perpetrators and bring justice for the women. People across the country feel that this should not be happening in modern India. On Thursday, the parliament session in Delhi was adjourned as lawmakers demanded a debate on the issue. Prime Minister Narendra Modi also said the incident had “embarrassed India” and “no culprit will be pardoned.”
