IAS Pari Bishnoi was born and brought up in Kakra village of Bikaner district of Rajasthan. His mother, Sushila Bishnoi, is a GRP police officer and his father, Maniram Bishnoi, is a practicing advocate. His grandfather Gopiram Bishnoi served as local sarpanch of Kakra four times.
Pari studied at St. Mary’s Convent School in Ajmer for her education and then went to Delhi to pursue a bachelor’s degree at Delhi University’s Indraprastha College of Women. Later, she completed her master’s degree in political science from MDS University in Ajmer after appearing in the NET-JRF exam. With three attempts, she cracked the UPSC exam with an all-India rank of 30.
