Puducherry imposes Article 144
The India Meteorological Department (IMD) issued a warning for heavy rain and thunderstorms in numerous areas of Tamil Nadu and Puducherry on Monday due to Cyclone Michaung. The IMD reported that while certain areas of Odisha saw light to moderate rain on Monday, the cyclonic storm ‘Michaung’ over the Bay of Bengal is still active and is likely to strengthen further into a severe cyclonic storm. The IMD issued a Yellow Warning on Monday, stating that there would be 7 to 11 cm of rain in these five districts of southern Odisha. The warning further stated that rainfall intensity (orange warning) was expected to increase in these areas on December 5.
The district government has applied section 144 of the Indian Penal Code in the coastal areas along the Puducherry coast due to the impending cyclone ‘Michaung’, which is expected to hit the west-central Bay of Bengal off the coasts of southern Andhra Pradesh and neighboring northern Tamil Nadu. The district administration limited the mobility of people in the coastal areas near the coast from 7 pm on December 3 to 6 pm on December 5 to avoid loss of life or property.
On December 4 and 5, the district collector declared holidays for all schools in NTR district. On Monday, the Tamil Nadu government announced a public holiday as the state braces for the storm. The government asked private companies in Chennai, Tiruvallur, Kancheepuram and Chengalpattu districts to support allowing their employees to work from home. Rainfall is expected in different parts of north coastal Tamil Nadu, Puducherry, coastal Andhra Pradesh, Telangana, Rayalaseema and Odisha during the cyclonic period, but in different degrees. With winds of up to 100 kmph on Tuesday afternoon, Cyclone Michaung, which is developing over the Bay of Bengal, is expected to make landfall between Nellore and Machilipatnam in Andhra Pradesh.
