Lewis was born on the South Shore in McKell, Greenup County, in far northeast Kentucky. In 1964, he graduated from McKell High School. From 1964 to 1967, he attended Morehead State University in Rowan County. In 1969, he graduated from the University of Kentucky at Lexington with a bachelor’s degree in history and political science. Lewis returned to Morehead in 1980 to earn a master’s degree in professional teaching, which he received in 1981. Lewis worked in sales for numerous companies, including Ashland Oil, before beginning a five-year teaching career at Watterson College in Louisville, Kentucky, in 1980. (The school was demolished in the 1990s.)
Career
Lewis, at twenty-one, worked for the 1967 campaign of Glasgow gubernatorial candidate Louie B. Nunn. Nunn’s victory earned Lewis a state seat and encouraged him to seek the Kentucky House of Representatives in his home county of Greenup in 1971. Despite losing the legislative campaign in a Democratic year in Kentucky, Lewis remained interested in the republican politics.

Lewis declared his intention not to run for re-election in 2008 on the same day as the registration deadline, with the goal of ensuring that his chief of staff, Daniel London, would win the Republican nomination. Still, state senator Brett Guthrie also filed for the campaign. Many prominent Kentucky Republicans were shocked and outraged by the decision. Lewis said he was tired of splitting his time between Washington and Kentucky and his work in Congress hadn’t been as rewarding since the Democrats took over in 2007.

Lewis ran to run in the general election against Democratic Representative William H. Natcher in November 1994. Regarding voter registration, the Second District was heavily Democratic, and Natcher had held the seat without issue since 1953. Despite receiving personal endorsements from state Republican leaders and Senator Mitch McConnell, Lewis was seen as a “sacrificing lamb” candidate. When Natcher died in late March 1994, the dimensions of the race changed substantially. In May 1994 a special election was held to replace him.
