One word stands out these days that is drawing everyone’s attention. There are many words that cause us curiosity as well as confusion and force us to find out about them. Now there is a word that is making us think about it and it is “ICC”. It is not related to cricket nor is it the full form of the International Cricket Council, in fact it is related to Russia. This country is already in the news since last year due to its war with Ukraine and now the word “ICC” is drawing a lot of attention and making us aware. People want to know what ICC is and why it is featured in the news.
What is the meaning of the ICC?
The full form of the ICC in this context is the International Criminal Court and it was in the news after it called for the arrest of Vladimir Putin, the president of Russia. The ICC has issued an arrest warrant for the Russian president on suspicion of illegal deportation of children, as well as the illegal transfer of people from the territory of Ukraine to the Russian Federation. This news has caught the attention of the whole world and people want to know more about it but in detail.
ICC also reportedly issued an arrest warrant for the Commissioner for Children’s Rights, Maria Alekseyevna Lvova-Belova, on the same charges. However, Moscow has rejected accusations that its forces committed atrocities at the time of the 1-year invasion of Ukraine. In Moscow’s first reaction to the news, Russian Foreign Ministry spokeswoman Maria Zakharova states on her social media channel that “The decisions or the arrest warrant issued by the International Criminal Court have no meaning for our country, even from a legal point of view”.
In addition, he posted on Telegram that “Russia is not a party to the Rome Statute of the International Criminal Court and has no obligations under it.” In 2000, Russia signed the Rome Statute but never approved it as part of the ICC and finally withdrew its signature in 2016. A news outlet spoke to Piotr Hofmanski, ICC President, about the arrest warrant. The news outlet called for Russia to declare that it does not recognize the ICC and signed the Rome Statute but never ratified it. In this response, the ICC President said that
“It is completely irrelevant (the fact that Russia has not ratified the Rome Statute). According to the statute of the ICC, which has about 123 state parties and 2-3 of the entire international community, the court has jurisdiction over crimes that occur on the territory of the state party or the state that has accepted its administration. While its rival country Ukraine accepted the ICC 2 times in the year 2014 and in the year 2015. After that, the media outlet asked if the Russian president traveled outside its territory and then could be detained.
In this response, the ICC president said that he will be detained if Putin travels outside of Russia. He further added that, under the statute, all parties to the state have a legal obligation to fully cooperate with the court. The obligation to detain the individual is dictated with respect to the arrest warrants. The next question the media outlet asks is that the ICC has filed 2 cases but, according to the sources, there are several more accusations of atrocities. Any chance of more? In this response, he states that the whole situation remains in the hands of the prosecutor.
So far there have been 2 requests for arrest warrants and taking into account these requests, the answer will be released soon, but obviously it does not mean that it is the conclusion of the situation of the cases. There is a chance that cases will run out. Based on the collection of information evidence, it is very likely that new charges can be made by the prosecutor. To draw attention to China’s violation, the media outlet asked if China is trying to broker peace and also seems to be making some progress. Do you further add that there are concerns that these arrest warrants will actually prolong the battle?
In this response, Hofmanski claims that this is political thought. ICC are doing their jobs. ICC is a court of law where members act on the request made by the prosecutor. Constantly hearing about the ICC and their arrest warrant, many people want to know more about it. The ICC is basically an international court and an intergovernmental organization based in The Hague, the Netherlands. The ICC is the first and only permanent international court with the administration to try people for the international crimes of genocide, crime of aggression, war crimes and crimes against humanity.
