A Rochester man suffering a medical emergency was ejected from an ambulance and collapsed on the sidewalk in front of paramedics and police before dying, leaving the city’s mayor “stunned” by the horrific event.
In the nearly 12-minute video, the patient, who has not been identified, is accused of lashing out at paramedics while they were transporting him to the hospital on Nov. 30, 2023.
The ambulance is seen parked on the side of a city street with the lights still on when officers arrive.
“I don’t know what’s wrong with him, but he doesn’t want to get out of the truck and he has to leave,” a paramedic tells the officer, according to body camera footage obtained by WROC.
When the ambulance doors open, the officer tells the patient, “That’s it,” and the team wants him or her to get him or her out of the emergency vehicle.

The man explained to officers that he “couldn’t breathe” as he grunted and grabbed his chest and shoulders.
“We tried to help, honey, but the way you came in here and the way you jumped on us is no way to ask someone for help,” the paramedic intervenes.
The officer then demanded that he get out of the ambulance.

“I was going crazy,” the man said as he put on his coat to go out. “You’d be scared too if you couldn’t breathe.”
“I hear you,” the officer responded. “I’d probably try to control myself a little better.”
They told him to wait outside the ambulance until another arrived and took him to the hospital.
“Will you take me to the hospital, man?” he pleads with the officer, who refused.

Moments after the man complied with the officer’s request to leave the ambulance, he collapsed and lay motionless on the sidewalk.
The man lay face down in front of emergency personnel for more than two minutes before someone helped him.
The patient died two weeks later, Rochester Mayor Malik Evans said at a news conference Thursday.

Evans added that he was “astonished” at how the man was treated.
“We need to get to the bottom of this,” Evans said. “We must understand how and why this occurred, and we must identify processes and safeguards to ensure it does not happen again.”
“City residents are people and deserve to be treated humanely and with the same care as anyone else.”
The official cause of the man’s death has not been revealed.

Evans said the victim’s family members shared that the man “passed away due to this health emergency that he had called for help.”
The ambulance provider, American Medical Response, said it would honor Evans’ request for an internal investigation.
“Yesterday we saw the video for the first time and we have started an internal investigation. “We have also requested an investigation by the New York State Department of Health, Office of EMS and Trauma Systems,” the provider said in a statement to 13 ABC.
Rochester Police Chief David Smith also called for an internal investigation, Evans shared.
“Even though this was a medical scene, there are always lessons to be learned, especially when it comes to the type of ambulance services or medical services that our community is experiencing,” Evans said.
