A serial kidnapper allegedly kidnapped a woman, beat her with a baseball bat, poured gasoline on her and threatened to set her on fire while holding her captive in a detached garage for days, police said.
Akron police surrounded the shed in Kenmore, Ohio, on Oct. 16 with guns drawn and yelled at William Mozingo to come out empty-handed and in the air, newly released body camera video shows.
While he was being handcuffed, other officers entered the garage and used a ladder to help Chloe Jones, 23, down a partially hidden hole in the ceiling.
Jones and Mozingo were acquaintances, according to police, who said Mozingo kidnapped her after offering her a ride home in October.
Instead of taking her home, he allegedly took her to an outdoor shed, where he kept her locked up for days until he was discovered by the garage’s owner, who called the police.
“They tied her up, doused her with gasoline and threatened to set her on fire,” her mother wrote on GoFundMe. “Chloe was beaten from head to toe with a baseball bat and fists. They pointed a knife at her dozens of times and threatened to cut her throat.

“They forced her to urinate on herself because she didn’t have time to go to the bathroom. My daughter was suffocated several times while she was told that if she fainted, they would cut her throat. She wanted her awake and fully able to understand everything she was doing to her.”
Jones told Fox 8 that thinking about her son kept her alive.
“I thought about him every day. I saw his face in my head every day,” she said.

And Mozingo allegedly used that against him. She told the local media outlet that he taunted her with the idea of never seeing her son again.
“It was terrifying,” he said. “Fearing for your life countless times, I can’t even count how many times he threatened my life.”
Mozingo was arrested and charged with assault, unlawful restraint, kidnapping, kidnapping, violation of probation, and escape.
He is being held in the Summit County Jail on $100,000 bail, according to jail records.
Mozingo has a long record that includes prison terms for kidnapping in 2011, 2014 and 2019.
He also pulled a knife on a woman in a Walmart bathroom in 2017, records show.

During the most recent attack in 2019, he kidnapped his ex-girlfriend, beat her, and left her unconscious and naked in his home in Canton, Ohio.
He served 18 months in prison before being released on parole, according to court records.
“There was no reason this man should have been on the streets,” Jones’ mother wrote in the GoFundMe post.

“He has proven time and time again that he WILL OFFENSE AGAIN. THEY KNEW that he was going to claim another victim and the justice system did nothing to prevent it.”
Akron Police Capt. Michael Miller referred questions about why Mozingo was on the loose to corrections.
The Ohio Department of Rehabilitation and Correction did not immediately respond to questions.
But Miller said in an emailed statement that law enforcement “remains committed to the never-ending work of making the city of Akron safer for everyone.
“We are pleased to have played a small role in helping this victim in this particular situation and wish him all the best in his healing and recovery.”
